problem with simulating and sending attack

See, OA works good. But in my opinion he wrong simulate spy raports and send too much fleet on targets
For example:
Large Cargo 15
Battleship 8
Recycler 10

bot think: Status : Too strong
and he wants to send :
12 Large Cargo
4 Cruiser
499 Battleship
4 Destroyer

in my manual simulation to attack without loss and to get 100% robbery of resources I need 200 Battleship.
Why OA wants to send too high fleet ?

how much resources has the target ? More than 2.000.000 or less than 300.000 ?

According to Sim, Large Cargos got a little hit : avg. 14.85, OA considers that there is a chance to loose one Large Cargo => attack aborted.

Near 500k.
This simulate is pathetic. By sending the same battleships startup is completed and no more losses.
That program likes to burn deuterium. In my opinion program should run as economically as possible.

Same problem over here.
On a scanned (inactive) planet. There is only 1 roket and 1 tiny laser defence.

But the bot wants to send my entire (available) fleet. I think 150 kruisers and 500 lgs is a bit overkill here.

On the planet is about 165k GS
