If the server is down, OA cannot contact the server to activate your OA with your serial number, this method keeps cheap jerks from trying to crack OA so DH can get paid for his hard work, and it makes sure your OA is up to date and functioning properly.  It doesn't happen very often and usually down time is less than 2 hours, but try to remember OA comes with no guarantee and if you are away from your computer for awhile it is best to fleetsave manually.  Even huge companies servers go down sometimes, it happens.  Just make sure you don't rely too heavily on OA, it is meant to make the game more enjoyable and take away the lame repetitive tasks so you don't have to do them, its not meant to replace the human player by any means.
